why acidic buffer condition for RNA isolation and basic buffer for DNA?

i noticed that the buffer system are acidic during RNA isolation while 
hatto be basic during DNA isolation. why is that so? 
and i understand that DNA will easily degrade under acidic condition and 
RNA easily degrade under basic buffer condition... is that correct? and 
why?
