yes there is such a thing as vascular cancer
There are several different kinds of cells that make up a blood vessel.
The endothelial cells form the lining of the blood vessels. they rarely 
ever become cancerous.
But the smooth muscle cells are prone to getting cancerous.
There are several kinds of vascular cancers. Some are benign some are 
malignant. For instance angioma is a benign tumor made up of blood vessels.
Angiosarcoma is a cancerous growth of the same cells but is malignant.
Kaposis sarcoma is a canceer of blood vessels commomly seen in AIDS 
patients.
Some benign tumors of blood vessels regress themselves with age.
The cells that are non dividing never get cancer
But the cells that divide faster are more prone to cancer.
