actually, I have never tried a jet belt myself (who has ?) but I suppose, 
the steering is similar to riding a bicycle. If it starts falling to one 
side, you correct towards the other. It is a dynamic equilibrium and 
obviously works after a good deal of practising. By the way: The british 
Airforce has some aircrafts that can start and land vertically (Hawk ?) on 
an aircraft carrier. They certainly have no huge gyro inside !
