I am a member of the Royal Canadian Mounted Police in Canada.  I was 
watching a movie involving a nuclear explosion in which all electrical 
devices stopped functioning.  I was looking for ways in which to stop 
vehicles involved in high speed chases.  Is it possible to focus an ion 
pulse at a vehicle in order to disable its electrical system.  Would the 
power required for this be unreasonable?  Would this cause harm to 
occupants of the vehicle?  Any assistance you can render would be greatly 
appreciated because this could save thousands of lives!
