I don't know your education level.
I will like to tell it in very simple language.
There is neural connections running and connected to eyelid muscles which 
cause closing of eyelid regularly and as when eyes has to be protected 
from externel danger.It is reflex phenomenon.
 Trembling of eyelid I suppose is not that regular blinking of eyelid.It 
is inadvertant without any cause and involuntary blinking.
I feel the cause behind it can be inheritted tendancy,side effect of some 
drugs.
But if occurs not that frequently it is benign condition.That is not to 
worry a lot about that.
 Regarding supposed bad omen it considered in some culture,I feel it is 
not by any yet proven experiment is connected with such phenomenon.
