Depends upon the bacteria or fungus. The current
would probably, depending on the strength, kill or halt cellular division.
Remember that us humans die from less than .5 amps of current. I suggest to
culture a plate of e.coli and add some electrodes. Keep a curent of .001 
amps
and about 9 volts. and see what happens after 24 hours. If nothing keep
increasing the current until something does. Remember to be very careful 
with
electrical current, it will kill you if you are not careful. I sorry i 
could
give you a better answer.
