Dear Kat,
thanks for your question. There are two parts to your question:
1) Are green algae dangerous for dogs? I did find some information about
toxicity of seawater algae to fishes and to mammals, but nothing about
toxicity of green algae. So most likely the green algae are not toxic
for dogs.
2) Is the growth of green algae in the drinking bucket dangerous for
dogs? I'd say yes. As you already stated in your question: it is
indicative of animal neglect.  Not because the algae are toxic, but
because the growth of algae shows that the bucket hasn't been cleaned
properly. And while algae are the visible indicator of 'no cleaning',
problems for the dog might arise from other things (bacteria or fungi)
that grow in the not so fresh water.

The dishes for animal drink and food should be cleaned daily to prevent
growth of anything nasty.
