Subject: Any algorithm for converting binary figures?

   I know this is mathematics but I receive no answer from Dr Math ever
since a week ago.^_^ What I meant is that algoritm is used to convert
binary figures into strings of numbers 12332... like the case of Drive
Compression. So is there a formula or a way to convert the binary figures
on paper?
    Thanks for your assistance and very sorry for the inconvenience.
According to the reference:
Binary numbers 0101 0001/0100 1101/0110 0101/0110 0011/0110 0100
can be converted into the algorithm 111131112211122111123212212.
Is there any specific way for such a conversion that can be done on paper?
