Charlotte,
    The answer to your question is yes.  When an anion such as chloride acts 
as a regulator, it will make no difference what the counterion (the 
positively charged half of the salt) is.  In aqueous solution, ionic 
compounds become dissociated ions, and the identity of the positive ions 
will not affect the activity of the chloride ions that are present.
