Due to the pressures involved in living under the ocean surface, the best
structures would mimic those used in space... such as a sphere or cylinder.
The best references I could name would be those involving submersible
design.  Also, the US Navy had a project in the 60's or 70's for an
undersea research station... You might look that up, as it would probably
have some unclassified design parameters you could use.
