Dear Kyle:

I'm not exactly sure of the answer to your question, although I can think 
of two places without red blood cells.  These would be the hair, and the 
nails.  All other organs that I can think of have blood flowing through 
them all of the time, to provide necessary oxygen and nutrients to the 
cells.  Hope this helps.
