My guess is you are getting leakage somewhere, either on the disks or the 
insulating supports. Cleaning with alcahol would probably be better than 
water, which may leave deposits on the plastic. Some plastics can absorb 
moisture - if this is the problem, a day or two in a very warm, dry place 
may fix it. PVC should ideally be sealed with varnish before using for HV 
applications. Avoid using any household glass/plastic polishes, as some 
have anti-static additives, which would be disasterous, and could be hard 
to remove.
