Hi Rick,
I'm afraid I do not understand your question.  The water does not turn the
turbines.  The turbines
rotate and push the water backwards as the ship responds by being pushed
forward by the reactionary
force of the water in a simular way that a rifle recoils when fired.

The thrust is a function of the driving forces of the engine driving the
turbines.  Energy is
flowing into the turbines; not the other way around.
