The primary effect in other countries during the year following the Chernobyl fire was the contamination of food crops,which were in many cases destroyed for that year. In the Lapland region of Norway and Sweden, reindeer meat was contaminated to a degree that was not considered safe to eat and was destroyed. Agriculturally productive areas in the countries closest to the Ukraine needed some soil cleanup as well. There are to my knowledge no "lingering" effects outside the Ukraine.

The best reference for ongoing discussion of the after-effects of Chernobyl is HEALTH PHYSICS, the Journal of the Health Physics Society. there are also some publications by Brookhaven National Laboratories on studies immiediately after, and some years after, Chernobyl.
