I doubt that it actually does. A worn magnetic strip will start to become 
erratic, and may work on some readers and not others, or work only after a 
few attempts. I suspect the grocery bag thing is just a coincidence, 
although I suppose a static-charged bag might possibly clean off some 
surface dirt particles but I think this is unlikely.
