Subject: Eye color and race? And genetic expression?

The convential Bb and BB have been somewhat challenged in recent years.  In 
fact, my initial search found that this site made comment that suggested 
conventional wisdom regarding dominant and recessive has been repeatedly wrong.

My question follows than; does race determine eye color?  And if no, than why 
does the majority of non - caucasions have Brown eyes and non - blonde hair?  
If yes, does a Brown eyed non blonde individual that is white skinned have 
potentially non - caucasion genetics?
