There is a textbook that mentions that PbO2 + 4HCl -> PbCl2 + 2H2O + Cl2 is NOT 
a neutralization reaction while PbO + 2HNO3 -> Pb(NO3)2 + H20 is a 
neutralization reaction.  The explanation given is that in the first reaction 
besides a salt and water, chlorine is also produced while in the second reaction 
reaction the products are salt and water only.  I would like to confirm if the 
explanation given is correct. Thanks!
