Try the same technique, only this time figure out a way to sue steam. It will extinguish the flame in the same fashion - oxygen displacement or starvation. The CO2 or Steam displaces the oxygen which supports combustion and replaces it with something else which will not: CO2 in your case or Steam in mine. Death by asphyxiation. You will need to see that you have a good way to introduce the steam and allow the air to be displaced without being replaced by new air.
