Try the same technique, only this time figure out a way to sue steam. It will 
extinguish the flame in the same fashion -  oxygen displacement or starvation.  
The CO2 or Steam displaces the oxygen which supports combustion and replaces it 
with something else which will not: CO2 in your case or Steam in mine.  Death by 
asphyxiation.  You will need to see that you have a good way to introduce the 
steam and allow the air to be displaced without being replaced by new air. I.e., 
you will need to make sure that your building is pretty tightly built.
