The quick answer to your question is: No, the speed of light is constant, regardless of intensity.
This might seem more intuitive if you think of light as made up of many photons. All photons travel at the speed of light, which is constant. A "strong" beam of light simply contains more photons, but they all still move at the same speed. Follow the link above if you'd like to learn more about the speed of light.
