The rate of a reaction depends on the concentration of the reactants. If the 
percentage of oxygen in air went up, air would support combustion more 
vigorously. HOW MUCH more vigorously I am not sure, but hospitals (which use 
pure oxygen for emphysema patients) take really drastic precautions to keep 
sparks and such fire hazards as lit cigarettes far away from oxygen tanks.
