what is electrical permittivity and how it relates to conductivity?
lets say, the air has permittivity of 1, and some dielectric has permittivity
of 1000, which one has better conductivity, air or dielectric?
If material has high electrical permittivity is it dielectric or electric?

And what is relation between electrical permittivity and dielectric constant
of some dielectric? 
If we say, that dielectric constant has a lower value in area A,
and higher value in area B, does this mean that electrical permittivity
of area A is higher of area B, or opposite?
This is confusing, and thank you for answer!
