The only way to mimic gravity is to provide acceleration of some sort. You can 
provide centripetal acceleration (that's the force experienced by a tethered, 
rotating object) or you can provide linear acceleration. In space, centripetal 
acceleration requires no fuel expenditure (once something's rotating, it keeps 
rotating), but linear acceleration always requires fuel. So if fuel supply is a 
problem, that's the one you use.
