Subject: How much impact does oxygen saturation have on combustion?

One of my students read somewhere that if the earth's atmosphere had a higher
percentage of oxygen that we would be plagued by wildfires and even lighting a
match could become almost explosive. Is this true? If so, what percentage
would be a concern, and could the percentage ever rise that high?
