Yes and no. Depends on the technology used in the filter. At water treatment plants where there is a high natural level of fluoride in the source water, the method of choice (that means the most cost effective) is absorption to alumina (Al2O3). Activated carbon may or may not be of use, depending on the source of the carbon and sometimes even on the batch from the same manufacturer.
