First of all you want to make sure that there is nothing physically wrong 
with the cat. Make an appointment with your local veterinarian for 
evaluation. Cats do get urinary tract infections, which are painful when 
they feel the urge to pee, so they tend to pee on the spot to relieve the 
pain.  It is not uncommon for male cats to accumulate crystals in their 
urine and this can lead to a urinary blockage, this is also very painful 
and can lead to cats urinating on the spot as soon as they get the urge.  
If the Urinary tract becomes completely blocked, the cat will not be able 
to pee, the urine will back up to the bladder, then the kidneys, then into 
the blood system leading to poisoning of the blood and a very painful 
death. 

If it turns out your cat is healthy here is some advise: 

If you have more than one cat, each cat should have it's own litter box.

Don't place the litter box near the feeding area.

Some cats are picky about the type of litter and the depth of the litter in 
the box.  Have you changed anything lately?  

Stay away from litter with lots of deodorizer.

You may need to confine your cat into a small area (this works for dogs as 
well). Lock him up with the litter box so the box takes up 1/3 to 1/2 of 
the space.  Cats don't like to mess where they sleep, so they will use the 
litter box.  Keep the cat confined for one week.  Let the cat out for short 
periods of time, leaving the door to the area open for access to the litter 
box.  Add time and days as the cat uses the box.  If he messes up, go back 
to confining for a week.
