Subject: How can one use solutions and chromatography paper to duplicate a picture

I am setting up Junior high Science Olympics and the only information I was
given is that a picture can be duplicated (to exact dimensions) using different
solutions and chromatography paper. I don not understand how chromatography
paper would make this feasible.
