I had a look around, and couldn't find any compounds that specifcally state they will dissolve spider webs. Spider silk is an extremely durable substance. It's a very tough polymer comprised primarily of protein, and bound up with several complex organic compounds. I expect that you would need a very strong detergent to get rid of them! I'd suggest sticking with the time-tested methods of manually wiping them away (a powerwasher will do the trick too).
