Hi,
Since the battery you have made gives a small amount of power, it will not 
be possible to increase the power output of the battery using regulators 
or capacitors as you have mentioned. Using these devices can  only change 
the voltage, current or noise.

However, the strength of the battery can be increased in the following 
ways:

1) The voltage of the battery may be increased by using multiple copper 
and lead terminals connected in series.
2) Connecting the terminals in parallel will increase the current capacity 
of the battery. The current rating may also be improved by using a 
terminal which has a larger surface area.
3) Changing the concentration of the vinegar will also improve the 
performance of the battery.
