Isaac, I think your definition of mutant is inaccurate. A mutant is any cell or organism carrying a mutation and mutations occur at the level of the gene. Genes incur mutations which gives rise to differences at the cellular and organismal levels. Being "mutant" has nothing do with when (i.e., before or after birth in the case of humans or other animals)you receive the mutation. The mutation makes an organism different from their parents at the level of the DNA, but may or may not give the "mutant" a different trait or phenotype from the parents. A trait differing from that of either parent would depend on whether the mutant gene is expressed or not.
