essentially yes, that is what happens. In the early stages of development 
when the embryo has only a few cells, each cell will shut off one of the x-
chromosomes. the other x-chromosome is still there, just dorment. The 
dorment one is called a barr body. this also means that different cells in 
the babies body will have different x-chromosome traits expressed, but 
since this all happens at such an early stage which cell has which 
chromosome will usually be pretty localized. i.e. if the few cells which 
will eventually form the liver have x-chromosome from dad turned off then 
all the cells from the liver will have dads chromosome turned off. there 
is actually a lot of information on Barr bodies on this site. If you go to 
the archives and do a search for Barr bodies there are a few questions 
about them, that should help as well.
