Yes that is normal for boys at that age.
Normally your hormones will start with the maturation of your body on the 
age of 13-14. yrs. Next to hair grow on your upper lip (later on you chin, 
and chest, and genitals) your nipples will get a bit more sensitive and 
swollen. This will happen in periods of about 2-3 weeks and then go away 
for a while.  The whole process will stop at the age of 16 or 17.
