The Sun is the source of the energy required to produce winds, both on Mars and on Earth, but Mars also has winds that are caused by thermal gradients (local scale winds), as well as high/low pressure systems (i.e., weather!). The low surface pressure on Mars just reduces the efficiency in moving/eroding material; it doesn't eliminate such effects.
