In short yes.

You need a mother though - she has to provide an egg. The nucleus 
containing the chromosomes and  hence the genes, is removed 
(enucleated), leaving a bag of cytoplasm.

You don't need a father - what you need is a donor of a nucleus that will be 
put into the  enucleated egg. The donor cell can come from either a man 
or a woman.

The resulting embryo is  a clone of the individual who provided the 
nucleus.
