A great website about all upcoming eclipses is the NASA eclipse home page. Its page for the 2003/05/15-16 eclipse says that the eclipse starts at 02:03 GMT. Everyone who can see the eclipse sees it happen at the same time so things get going at about 10pm in Atlanta, with the total eclipse from 11:15pm to 12:07, and the end of the partial eclipse just after 1am.
