Take standard-sized samples of fabric and suspend them in a wind tunnel 
with a stress gage to
measure the force pushing back on the sample.   The resistance pressure 
can then be measured
directly as force per unit area.  A local university can assist you with 
the use of their equipment.
  
A simpler way, yet less accurate is to make parachutes out of the material 
with a known weight and
measure the time of fall over a fixed distance.

Keep in mind that exact measurements do not exist for this type of 
investigation no matter how fancy
the equipment.
