I did not know the answer to your question, but with the help of Dr. Mary 
Etta Hight from Marshall University, we contacted Janice Koler-Matznick 
who told us that "...only humans and some apes have uvulas.  The New 
Guinea singing dog, a wild dingo relative, is the only canid known to have 
a (rudimentary) uvula,on the terminal edge of a very long soft palate."
