If there as a February 30th, when was it and when will the next occur.

I have checked your "MadSci Network."  I did find an entry Posted by a Peter
Pearson that says there never was a February 30th.  But it doesn't explain why
not.

I am a librarian and I have a patron who wants to know this information.  I am
a having trouble locating anything.  She is not satisfied with the answer from
MadSci Network.  She claims she heard that there is a Feburary 30th every 400
years.  I need something that will explain the whole thing to her in simple 
terms.

If you can help, it would be wonderful.
