Self-rising flour has baking powder mixed with it. If you used baking powder
in your cake recipe along with the regular flour, you would get the same
result as if you used self-rising flour. (But if the recipe calls for self-
rising flour, you'd have to experiment to see how much baking powder to use!)
Baking powder is a mixture of baking soda with a mild acid (and usually with an anti-caking agent as well). The mild acid allows the baking soda to release CO2 without having to use vinegar or some other sour- tasting ingredient. See the article on baking powder in How Stuff Works.
