There was a time when people could sense when it's going to rain.  On 
those days, they too would probably gather together.  Modern man has the 
weather channel, rain gear, and SUV's.  Cows typically have shelter and 
food provided for them, but they still rely on their senses and instincts 
much more than we do.  Their senses tell them it's going to rain, they 
probably smell it and can feel the change in the air.  Change in weather 
can bring hazardous winds and hard rain.  There's safety in numbers.  Cows 
gather together before a rain to protect their young and provide safty to 
the herd.
