Play-Doh does conduct electricity.

The reason is because, unlike biscuit dough, the Play-Doh is absolutely loaded with salt, which is 
dissolved in the water that the Play-Doh also contains.

Solutions of salt in water, especially concentrated solutions, are very good conductors of 
electricity.
