Scarring is a normal part of the healing process, depending on the 
nature of the wound; but this is not my area of expertise. What I can 
tell you is that cells communicate with each other by means of 
chemical processes, not IR radiation. Mildly heating tissue with IR 
can hasten healing because the local blood flow is increased in 
response.
