EXTREMELY DANGEROUS!
This is a warning sign that charged particles from the earth are 
reaching their way up towards the sky in response to a precursor to 
a lightning strike called a stepped leader.  These charges are climbing up
your body and accumulating causing positive charge to accumulate and
repel each other, thereby making the hairs stand on end.
The picture attached shows this very phenomenon, unfortunately just
before lighting did strike her and her friends.

Precursor Lightning Strike

If you can't get INSIDE within seconds and if this happens to you, roll yourself into a tight ball, touching the ground only with your feet, getting as low, tight and small as possible. Electric charge tends to build up and strengthen around sharp or spikey objects (i.e. tree limb, umbrella, golf club, lightning rod). The lower you are, the more likely charges accumulating on something taller will merge with the flow of electrons in the stepped leader from the lightning precursor and cause the lightning discharge elsewhere.
