Good Question!

I'm sorry to have to tell you that in 30 years of being a scientist I've 
never heard of the Hutchinson effect, and a check of my physics texts and 
a journal search does not turn up anything either.  Reading the articles 
supplied with your question makes me strongly suspect that this is 
another example of "cold fusion": nobody but the author has been able to 
demonstrate it, and that only intermittently.

People have been doing experiments with electricity and magnetism for 
well over 200 years now.  If the Hutchinson effect were real, it would 
have shown itself many years ago and many people would be investigating 
it.  This is not the case.  Although the articles are good, I suggest 
that you take them with a large grain of salt to avoid embarrassment.
