You are correct in that mountains and volcanoes that form inland would 
not have marine fossils at their peaks.  However, the reason why there do 
not tend to be marine fossils at the tops of the Rockies today is not 
because they are currently inland, but because erosion stripped away the 
overlying rocks as the mountains rose.  You can find marine fossils on 
the flanks of those mountains today.
