are there any known material or combination of materials that will let light
(and other EM radiations) pass thru but will change its frequency?
for example, I shine my keychain red laser thru it and the dot on the wall
becomes greenish, or perhaps, make a lens out of the material and I'll be able
to see the uv lights as blueish when wearing the goggles
