Dear questioner,

No, there is no reason why the rovers or landers cannot image the martian moons. In fact the Spirit rover has just done so. You can read about it at the JPL Mars Rovers website. Check out the news release.

The main focus of the rover missions is of course the ground and the rovers are normally inactive at night to conserve power. In this case, extra energy collected during the day was available, allowing the night observation of the moons.
