Whether we can have snow all year round will depend on where we live. 
The temperature has to be below freezing for us to have snow. 

If we want to have snow all year 'round, the temperature requirement 
pretty well rules out anyplace other than the North Pole, the South 
Pole and the tops of high mountains.
