Subject: Could an ionization trail be used to track an electric-launched missile?

I am writing a techno thriller novel about an attack on the US by terrorists who use an electric rail gun 
to shoot projectiles a great distance.  These 1,000 lb projectiles have a muzzle velocity above 10,000 
fps.  So my question concerns our ability to detect and track these projectiles.
