Hallo David,

The term "air pump" worries me. "Pump" implies low flow, relatively high
pressure. But propulsion generally requires high flow, low pressure. 

I have made small model boats using air propellers.  Easy to do, work well.
I made one model boat using a ducted water jet. This was rather crude, but
worked reasonably well.

You want to use two, so you can vary thrust for steering. This makes sense,
should work.

But I am still bothered by "pumps". Can you tell me more about these units? 
Paeticularly engineering specs, like how much air flows at what pressure.
