Several sources can induce mutations in one's DNA like diferent wave 
lengths, chemicals etc....But these mutations are local. Plus, humans have 
enzymes capable of repairing these mutations or we have cells that simply 
kill cells with important mutations before they enter mitosis (cell 
division). So one should induce a specific mutation specifically in the 
testes or ovaries beforehand hoping that the affected cells won't be 
killed or repaired before becoming a germ cell. If a mutation is induced in any
somatic (body) cell other than a egg or sperm cell, it will not be passed on to
the progeny. 

We also have to keep in mind that each gene given by the parent is or 
isn't expressed depending on the dominance of the gene which mean that 
even if the mutation should occur in the egg or sperm cell and make it to the
offspring, it doesn't mean it will have an effect or phenotype.
